That looks like cardboard gone over with a marker pen. I am assuming some ghetto airflow aid or something like that. Basically an insulator and the OP is aksing why the card is hot.

Why did the previous owner do this? Also the board is abit sticky because of the sticky tape that someone taped on there -_-

As I don't know nor have ever met the previous owner I can't answer that but lighter fluid or methylated spirits can be used to remove the sticky residue left by the tape.

Not if you take the card out first and let it dry completely before reinstalling it and powering up.

If the girl from the escort service shows up wearing one of these, she's secondhand. Use a little lighter fluid.

If the PSU has a blue neon light, the whole computer could be a combination mosquito zapper and fly paper bug catcher . Yuck !

I tryed take the residue off but its still there just less sticky.

Reply to thatasiankid

But it doesnt matter it isnt important. Its just abit of sticky stuff on the board aslong as it doesnt make everything in my computer sticky then im fine.

Its just back in the day i had a watercooled computer and one of the hoses broke and ruined my system. everything was wet.

ruboff should work. can find it in stores like lows,wal-mart etc

Reply to zucchini

Yeah but will the residue even do anything to the card itself?

Reply to thatasiankid

you should try to find a broken video card of the same make/model of yours and salvage the parts for the fan/heatsink etc.
edit: on ebay
