Is it possible to run all four quad channels DDR3 RAM on dual channel motherboard?

No such thing on most boards. Dual channel is the limit. "quad channel" is a marketing term by the manufacturer to sell more expensive ram. The board chipset determines the ram speed and configuration.

I think you want to know if it's possible to use all the four slots of the mobo in dual channel configuration.

The answer is yes. I do use 4 sticks of DDR3, in my mobo, and it's dual channel enabled.
