I'm not sure if the power supply is broken or not. I connected the A/C power cord to the power supply, plugged it in, and turned it on just to test it. Nothing happens - fan doesn't spin, LED doesn't turn on, no visible sign of anything. Is this normal? DOes it have to be connected to a motherboard to function in any way? Or is this one broken? I don't have the rest of the computer to test it with at the moment.

You need to hook it up to a fan at least and jump the 24pin atx connector to turn it on.

Your PSU should be just fine. It has to receive a signal from the motherboard to kick on.

You can use the "paperclip" trick to kick the PSU to test it or case fans. What you do is take a paperclip, straighten it out, plug on end into the GREEN wire slot and the other into a BLACK wire slot. This will trigger the PSU to kick on. A simple Google search will provide many links to visual references to this trick.
