Ok im currently using a EVGA Geforce 9800GTX 1gb+ and gonna be swapping to an AMD 6850 or 6870

what do i gotta do in terms of changing drivers/installation order?

i was told

first uninstall the nvidia drivers via control panel/device manager

then remove nvidia card

then install amd card

then download new drivers

this sound right?

No you should prepare everything first so download the drivers and put them (Save to desktop) on the desktop ready for when you re boot.
Some people swear by running Driver sweeper or some such in safe mode when you reboot to be sure all the Nvidia stuff has been removed completely.
Apart from that it sounds about right

You need a complete uninstall of your nVidia drivers. I would recommend you use driver sweeper

Once done, put the AMD card in and then download/ install the latest drivers.

EDIT: Agree with mactronix....download the AMD drivers first, uninstall existing nVidia drivers using driver sweeper and THEN reboot.

Then do an improper shut down! :D

Just Kidding!

I'm certain there is a way to start windows in safe mode.....just not able to figure out how. Lemme get back on that one.
