Turn computer on only get black screen

tried to remove fake windows 7 and install vista basic [pre-installed no disc used magic partition. made mistake deleted everything.[idiot]
now when i turn on all i get is black screen with cursor, cannot type anything. have tried all numbers only get system utilitites,but no password works think hong kong shop changed password ..so is it a complete wreck and ready for bin..laptop 2 yrs old all stuff inside is toshiba..but i prefer it to my new laptop

If you have a geniune windows coa sticker on the new laptop, get in touch with microsoft and see if they can help you. Otherwise, I would check craigslist or ebay for a new windows copy.
