Can I install a hard drive from a HP computer with windows XP into a computer I built and get it to boot and work properly.

Nope, the copy of windows in OEM machines is tied to the motherboard. In general when you replace a motherboard you need to reformat and reinstall, this is even more true with OEM copies of windows.

Yeah, that doesn't even work with retail copies.
