OC newbie ram help

Ok guys heres my questions:

Im building a computer soon with:
core i7 2600k, msi p67 m65 mobo, ati radeon 6970, and a thermaltake frio cooler.

Im new to OC so I don't want to push my i7 2600k to anything over 4.4-4.5 because i don't want to mess with the ram. I've read everywhere that it is better to not fill all the ram slots for better performance when OC, but if I don't mess with the ram does this still apply? I mean, can I fill up all the slots and not have it affect the CPU OC? I will be using this computer for graphics as well as gaming so 16gb of ram could be useful, as opposed to 8.( my ram would preferably be gskill x series 1600)

Also if it turns out that I can fill all the slots because I'm not messing with the ram itself, should I switch out the frio for something else since ive read that it covers a ram slot?

I had 8 gb(2x4) g.skill xseries 1600 ram picked out but im wondering if 16gb would be worth it.

You don't need 16GB unless that you work with many adobe applications or autocad applications at the same time.

The best way is 2x4GB, in that way the IMC works beter because only need control 2 RAM sticks and not 4.
