No POST immediately after shutdown w/ACPI enabled

Hello,
I've been working on a problem with a rebuilt machine for several days, and I was wondering if anyone could point me in the right direction. I have scoured the internet looking for a problem similar to mine but have not found one that fits its exact specifications.
- The Issue:
My computer runs fine. In fact, I'm writing this post from the computer. The computer posts following a reboot and a cold start-up (after switching off the UPS in the back and waiting 30 sec-2 min). However, if I go to start up the computer immediately following a shut-down, I get no response, except for the power LED. This does not occur if I disable ACPI in the motherboard BIOS. In that case, the motherboard posts fine after a power down. However, I run Windows 7, which will not function without ACPI enabled.
Note: My motherboard contains two additional power connectors for optional, additional incoming power from the power supply. One is a 4-pin molex connector. The other is the same as a 4-pin floppy connector. I do not have the latter connector on my UPS, and therefore cannot connect it. However, I don't see how that could be causing my problem.
Also, I do not have an additional power supply for testing, although the power supply is fairly new and functioned in a computer not long ago.
- Prior Troubleshooting:
1. BIOS reset using onboard jumper.
2. BIOS flashed to latest edition (4.06).
3. System tested with only 1 stick of RAM in Various slots.
4. PCI-E Graphics card replaced and slot switched.
5. System bench tested with no peripherals, save graphics card added (no onboard video).
6. System tested with and without molex power connector for motherboard plugged in.
- System Specs:
CPU: AMD Opteron 170 (Dual Core).
Mobo: DFI LanParty nF4 SLI-DR.
Mem: 4 ea. 1GB PC3200 DDR RAM.
Graphics: nVidia geForce 7800GT (256MB memory).
Hard Drives: 2 ea. SATA WD740 in RAID 0 using onboard controller.
Optical Drive: Samsung SM-352B IDE DVD CD-RW.
Power Supply: Antec Neo 480W.
- My Thoughts:
I’ve been playing with thing for so long, if I simply could have disabled ACPI and gotten it working I would have done so. So far, everything points to MoBo, but I’m not sure how or where. The person eventually using the computer (my mother) is completely computer illiterate, so I can’t simply tell her to turn off the power supply when she’s done using the computer. Any thoughts would be appreciated.
