Barely any performance gain (GTS 450)

So i replaced my old GT 240 card with a GTS 450 and looking at the benchmarks I found on the web, it should be a fairly significant upgrade.

My problem is that its giving my about the same performance as my previous card.
Also playing SC2, notice its only giving me about 30 fps avg when I see benchmarks with the same card running it at about 50 fps avg on Ultra. (This is running at 1280 x 1024 res)

Anyone have any solution or suggestion for this problem?

What is the specifications of the rest of your system?

CPU?

Motherboard?

Memory?

Some other component could be bottlenecking your system and preventing you from reaching higher FPS

SC2 is CPU limited. Overclocking time.
