Sempron or Celeron for budget upgrade

Hello

Time to upgrade the wife's email-internet computer. Looking for opinions on which would be better; AMD or Intel.
Only parts needed are CPU-MB-Ram. Will use integrated graphics. Budget is US $130. Monitor is an old Dell 17" CRT. OS is WinXP Home. The only games she plays are on-line flash based.

AMD build:

A-DATA 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800

Price wise they are equal. The question: is a dual core Celeron + Intel graphics better than a single core Sempron with ATI graphics?
