I am building a 3D games computer an was wondering if 2 elite group gts250 1GB cards in 8x8 SLI was better than 1 elite group GTX 450 1GB?
I have never used SLI before and am unsure of the performance gain.

I would reckon that SLi'd GTS250's would out perform a single GTS450 by quite a long way in games that don't need DX11 and support dual cards.

Raw performance would favor the SLI setup most of the time. The GTS450 is similar to the GTX260/4870/5770. Those aren't much faster then the GTS250. (They are faster, but not enough handle the GTS250 in SLI)

    The GTS 450 is only 15-20 or so percent faster than a single GTS 250 so it isn't going to compete with them in SLI.
    Unless you have one already though two GTX 250 are going to cost you around $200 and for that money I would get a GTX 460 1gb instead. This card is only $173 shipped with promo code EMCZZYR24;

    It's even got a $10 rebate as well.

    THE GTS460 is better....and buying the 460 saves you the cost of additional power supply and costlier mboard. Since u are new to SLI, it means much more power consumption and heat/noise generated. Go for the 460(EVGA FTW edition preferably)
