PC shutting down/Taking too long to start

Hi everyone,
I was playing my fav. game of zombie killing the other day when my pc suddenly shut down. I restarted it, got back into the zombie mayhem and about 10 minutes into the game, the pc shut down again. Before it crashed, i happen to glance at the cpu temp and it was running at a cool 33 degress so I am pretty sure the sudden shutdown is not due to overheating. Same with the gpu. its a relatively new card (ATI HD5770) and it runs cool. So I restart a 2nd time and I notice that cpu fan is running slower than normal. The led on the cpu fan is flickering. cpu was struggling to start. It was like trying to start a car but the engine doesn't turn due to lack of juice. i guessing it is my powersupply... its a 4 year old GameXStream OCZ700GXSSLI 700W ATX12V. There are red lights on motherboard and also on the video card and sound card that I never noticed before.
