I really need Dell to help me out it seems but customer service over the phone is crap and on-line you have to register or something.
my dad's comany is off-loading older model Dell Optiplex's, I have been playing with like 3 different models.
this one is AMD and it's BIOS upon boot says it's 'enhanced'.
thanks for the two questions I asked today (another thread).

The enhanced BIOS ones may be the ones with support for first generation phenom processors.

Single 12V rail or multiple 12V rails?

that's easy....
the enhanced BIOS in the 740 means that the motherboard has the 8MB of VRAM or VRM (don't remember which one)
with the full 8MB your motherboard can support a wider range of processor and also hold more than 4GB of RAM that this time period Dell's were restricted to.
the regular BIOS only accepts chips up to athlon 64x2 brisbane or windsor, there are big differences in the two, brisbane is newer technology.
dual cores only.
the enhanced BIOS can accept first generation phenom's including phenom x3 8850 and x4 9850; also is a better dual core chip available the athlon x2 7850.
it will work too and all the list chips above have L3 cache.
as for the RAM, the sister unit to the 740 is the E521 and it accepts only 4GB of RAM and has only 4MB of VRAM/VRM, only accepts dual core 64x2 chips as well.
the enhanced goes up to 8GB of RAM I believe so by default it's a stronger and better motherboard.
hence the label 'enhanced'..
