Edit: Whoops, forgot dvd burner...If you can stretch another $70 this will give you great expandability for the money.

I just bought a refurb dell inspiron 570 mt with an athlon 2 x4 630, 6 gigs of ram, dvd burnder, multi card reader, and windows 7 premium 64 from cedardpc.com for $359 with shipping. Pair that with a larger video card (say a Radeon HD 6850 $180) and a larger PSU for another $75 and you can in at around $620. It won't be top end mind you, but it should be able to play just aobut anything you can throw at it. The limitation is that this particular model only comes with one video card slot (pcie X16) so you can't sli for spectaular performance but it will still be a pretty solid system on the cheap. (The highest performance game I play is Oblivion right now, but this is what I intent to do with mine).
