Split second shut off after...

Hello everyone if i could receive advice from any one. My cpu turns on for a split second then shuts off i switched out the power supply unit and it still shuts off can any one tell me what this problem can be?

Hey thank you for the reply i have opened up the case and once i turn the computer on for that split second the cpu fan also starts up both of them actually but it shuts off right after.And at time it does not even want to turn on at all.
