PHost, PBP-queue und build order

Hello,

assume the following setup: phost with pbp-queue enabled.
If there is not PBP-build being carried out the docs say, that any slots
still open will be filled using the FIFO-queue, so oldest build order
processed first.

My question now: what is the build order for builds that have been
ordered at the same time (at the same turn)?
per-planetID-order?
per-player-order?
....?
