Yes messing with clock speeds is not advised if you have never manually set timings but there really is no harm done if you do it correctly its not goona melt or start a fire (unless at 4.0v or something crazy like that)

This is how you calculate the speed of the RAM, to include latency:

(CAS / Frequency (MHz)) × 1000 = X ns

(7/1066)x1000 = 6.56ns

(9/1333)x1000 = 6.75ns

Therefore, at stock the CAS 7 1066 RAM is in fact faster. But the 1333 will have more bandwidth.

As for which to get in anticipation of finding tighter timings/faster speed, I can't say. Because to be honest ever RAM module behaves completely different.
