Random boot/usb issues. Bad mobo?

This is a strange problem. I've never ran across it and I am betting that one of my components went bad. My system just got shipped by boat for the last two months from Korea to California. I had it disasembled but that is still quite a bit of transportation. (I searched the forums, but I couldn't find anything.)

I re-assembled my system with no problems. The first boot gave no signal to the monitor. I reseated my video card and all the other cables. The next boot went fine and went into my Windows 7 install like usual. (This rig ran rock solid for six months before shipment.) About ten minutes in my USB mouse and keyboard went dead - no power- and wouldnt respond even if I un-plugged and re-plugged into the same USB port and different ones.

Now upon boot it will start to POST for a few seconds ... power down ... then boot again with no problems, but I am getting the same USB problem. I've never had a machine that flirts with booting. It has either been no boot or device errors.

Please assist.
