I had been having problems with my video card, it was not allowing the system to finish booting after Windows started. I warranty swapped the card and got a new card. It worked great for a while and then I went to boot up, I got no video. It does not seem like it is booting up, since there's no Windows sound. After this, I did another warranty swap and I am having the same problem.

Hmm, do you have video before Windows starts loading (i.e. can you see the bios screen)?
Possibly the PSU is weak....; PSUs are only known good the last time your system was working... (Remove power from rear of PSU, and make sure the video card is fully seated, reseat GPU aux power input)
When I hit the power button, the monitor never comes out of stand-by.
Is there a way to troubleshoot the PSU outside of RMAing a new one?
