hello,

why cpu-z show my cpu clock at 1.20GHz? my cpu is Pentium DC E5700 and the stock clock is 3.0GHz.

(ps: i do not do any overclocking because i dont know how to choose the right voltage )

The cpu decreases the multiplier when it's idle (not working hard) to save power.

Do something cpu intensive like open 20 Internet Explorer pages as fast as you can and you'll see the multiplier and clock speed rise.

You don't need to change voltage to overclock.
