Computer restarts upon booting, then works fine

Recently built a new computer after finally getting a working power supply. But there is a slight problem. After i turn the computer on it lights up for 3 seconds or so then shuts off for another 3 seconds, then it turns back on a boots up perfectly fine and then continues working perfectly. I was wondering what could be causing the restart after everytime i turn it on and is it bad for the computer if this goes unfixed (the restarting after boot up). Or is this just some annoying little bug that i shouldnt worry too much about. Thanks

It is not bad for it but I wonder if it is something in your BIOS settings.

Odd! I am having the EXACT same problem!
I've reset my BIOS to default, it still does it.
