Computer not performing as expected

Hello and thank you for your time,

Im getting low FPS and glitchy gameplay with my PC. My other friends can run some video games that I play twice as better and their PC is not as robust as mine.

Here are my system specs;

CPU: Intel Core 2 Quad 6700 @ 2.66GHz
MoBo: EVGA 780i
RAM: G.Skill 4GB
GFX Card: nVidia geforce 9800GTX+ 512MB
PSU: 1100W OCZ
Case: Thermaltake Kandalf LiquidCoolingSystem

NOTE: I installed Windows 7 64bit 4 days ago. Full updates.

I bought this PC from a friend, but he would run Counter Strike Source with everything on high and his monitor resolution was 1080p and managed to get 200+ FPS. I get around 100-200FPS on everything on high and my max res is 1600x900.

Left 4 Dead 2 on medium settings runs about 80-150fps.
Black Ops runs on medium settings about 40-80FPS

also, my friend used to run on Windows 7 drivers, he never downloaded the EVGA drivers or the nvidia....

1100W PSU for that?! Bloody hell.

But as wa1 said, get latest drivers from Nvidia, then try again.

Although you might want to compare performance on games which are demanding enough to give you a bit less then 100-200 fps...

flaminggerbil: I did have the latest drivers, I uninstalled and installed the Windows drivers and no luck. Ill try to get my other RAM back... It was an OCZ 800GHz SLI mode... I dont know if its just marketing or actually has better performance than my G.Skill 1066GHz one. I think its the frequency...

NOTE: Hmm my power supply is not modular but Im not sure if its actually sucking up a lot of power that might reflect on my electricity bill :|

Your PSU only draws the amount of energy needed to power your system, having a rediculously over the top PSU wont increase consumption but it is a waste of money for whoever originally built it.

Uninstall your current drivers and try re-installing the ones off of the Nvidia website then. Your other ram wont make any difference to overall performance.

Then I have no idea whats wrong... My friend that previously owned this computer ran games way better than me. Now its like I just bought a car that doesnt pull the same mph as before... I hope you understand my burden here...

we both used Win 7 64bit ultimate, the only difference is the RAM, i kept mine...could it be the DXLevel? I opened dxdiag and shows i have dxlevel 11 installed, i used SIW.exe and under Video Adapter says DirectX 9.0 - Driver name: nvd3dum.dll - Driver Description: NVIDIA GeForce 9800GTX/9800 GTX+

Well, i couldn't find anything wrong with your card based on gpu-z.
That's weird...
Are you sure all cables are properly connected?
If this still continue then try you old RAM, i can't find any related about this problem with RAM but... just try it.

Ok I just OverClocked to 3.0 stable and barely saw any fps boost, game is a bit smoother, yes... but Im still disappointed how my friend can run BlackOps with a 3.0 AMD x4 and a 9600GT with high settings and I can barely run it on medium
