Does someone know if the North American Plan (or any plan at least
including Canada) is available to Chicago residents? Would it be
possible to switch a family share account to the North America Plan
temporarily?
Wondering if this is a good option to avoid roaming charges on a trip
to Canada.

Yes. You can move any of your family phone lines to the North America Plan
for 1 month then move it back to the family plan at the end of the billing
cycle. Howver, you the main Family Plan line need to stay on the Family
plan otherwise, you have to undo your family plan and re-set it up again.
