RAM frequency problem

I've got the ADATA 4GB [Premier Series DDR3 1333 240pin Unbuffered-DIMM Non-ECC Memory]@ Dual channel

It should run at 1333 MPS , but it always run at about 699 MPS
What is the problem with it? How to tune it to 1333 MPS?
(Motherboard is ASUS M5A97.CPU is AMD Phenomâ„¢ II X4 965.)

how you monitor your ram speed, if it is a software like cpuid then real speed is the double of speed displayed
that is your ram's real speed is 2*699=1398
