So I'm looking at getting the following board with 2 ATI Radeon 6970s.

Asus P8P67 WS Revolution (Rev. 3.0) Socket 1155 Intel P67 Chipset Dual-Channel DDR3 2200/2000/1800 MHz 4xPCI-Express 2.0 GLAN 8-CH High Definition Audio 4x SATA 3.0Gb/s 4x SATA 6.0Gb/s 14x USB 2.0 2x USB 3.0 ATX

My question comes down to the expansion slots. With two 6970s, does this board support 2 x16, or 1 x16 and 1 x8, or 2 x8?

If it is only 1 x16 and 1 x8, how much of a performance hit will i be missing without the 2 x16? And if the former is true what would be a good board that would support 2 x16?

It's a nf200 board so yes, it'll do x16/x16. With that being said unless you're running at Eyefinity resolutions there's tons of evidence showing that x8 lanes aren't bottlenecks. There's also evidence that the nf200 chip adds its own overhead actually losing performance vs x8/x8. Again, this might change at Eyefinity resolutions but it hasn't been tested recently or on modern cards. The last time it was thoroughly benched was done using 2x GTX480 in SLI.

Bottom line, if you're using anything under 2560x1600, forget about x16/x16 as it doesn't matter.
