I'll just be browsing the web and my CPU will go up to 60-95% usage. Using a Core 2 Quad so I don't think it should be taking that much CPU for a simple task. Not only does the CPU usage go way up but also the CPU fans get much louder and also I notice flickering of the taskbar and address bar of the browser, and if I right click something the pull down menu will be flickering as well.

What the hell is going on? This has been going on for a while but I'm getting pretty annoyed by it at this point.

It could be a bad driver or - hopefully not - some malware. When it happens Open Task Manager, click Processes and see what exe is using the CPU.

Using the Task Manager and processes tab will identify what's using all your cpu %.

Seems to be pretty easy for me to recreate the situation when visiting flash heavy sites. Have a site open and it has quite a few ads on it.

Right now here is what task manager says.

(CPU fluctuates from 63-70%)

20 Safari.exe *32
18 tskmgr.exe
17 explorer.exe
08 sidebar.exe
03 dwm.exe

After closing the flash heavy site now here is what it shows.

36 explorer.exe
20 tskmgr.exe
15 Safari.exe *32
09 sidebar
04 dwm.exe

Others are 01 or lower

sounds like malware. try malwarebytes if that finds stuff clean it and then try avira antivir (a free antivirus that is better than most payed av's)
even if you find nothing you will at least know your system is clean.

Well if you're not using Safari for a browser it's a virus.
Plus there's no reason for task manager to be utilizing that much cpu %.
