An ATI Radeon HD 5670 has a Maximum board power of 64 Watts (5.3 Amps from the +12V rail).

The SeaSonic SS-300TFX Bronze 300W TFX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply - OEM for $44.99 will fit in the Dell Inspiron 531s' slim line case and is probably the best TFX form factor power supply unit available. With its ability to provide 21 Amps on the +12 Volt rail it will have no problems powering your system with the Radeon HD 5670.
