I would take the higher clocked cpu if you dont plan to overclock or plan to get a cheap mobo.I once tried OC from a Nvidia chipset and it only OC from 3.1ghz to 3.3.Whether using prime or stress testing i still couldnt get it stable what my vcore settings were.

yes,higher 3.1 ghz would be a better choice as it have higher multiplier which makes oc more easily.
