Motherboard powers up automatically

Ok, I'm at my wits end. Trying to complete a new build. Bench testing the motherboard, connected the PSU, CPU, ram and vid card. Turn on the PSU and motherboard powers on automatically. No need for the case switch or to jump the pins. Also no post. Installed in case, just because, and same thing happens. Power switch does nothing, and totally NOT necessary, (on or off) for mobo and case fans to fire up. True for fans connected to PSU and to mobo. Also the vid card fan spins but monitor reads no signal. Reset switch does nothing either. Im thinking its a bad board and something is shorting. Worried about CPU and MEM sticks, but cant see how those could cause the "auto-power-on" issue. I've searched the web and don't find much similar. Nothing from manufacturer yet. Im frustrated because in 8 builds i've never had to RMA a thing (knocks on wood)... The system is a Biostar t5xecfx-slilga and with an i5-760. PSU is 750 watt Antec.
