OS wont Utilize more than 8gb RAM

Hello,

I was wondering if any of you guys could help me out with a problem that I just ran into. This is my first gaming computer that I have built and it turned out okay other than the fact that my OS is not using all my RAM. I have 16 GB of G.Skill RAM 2x 8 GB. When I go to Computer > properties, it only shows me using 8.00 GB of RAM. This irritates me because I feel like I wasted money somehow. The mobo I am using is the Gigabyte 990fx-ud3, I have used RAM slots 1 and 2 ( them being separated ). I tried several things but have come up short and have yet to see my 16 GB of RAM. Please if someone can help me it would be much appreciated.

Win 7 Pro
RAM- G.Skill
HDD- Seagate barracuda 1 TB
GPU- Sapphire 6950 2gb
CPU- Phenom II x4 975T BE

I think you are supposed to be using slots 1 and 3, not 1 and 2.

U need to use the second and fourth slot!!! Slot #1 is on the far side from the CPU!

Not to nitpick but if you wanted 16GB why not just get four 4GB modules? it would have been much cheaper than 2x8GB and you would have avoided this hassle unless there is a problem with your motherboard or your operating system doesn't support more than 8GB or memory (Win 7 home starter I'm pointing at you).
