I'll assume it's stock with one front intake fan.
If that's the case you need to add more fans.
You need another 120mm for rear exhaust and a 120mm for top exhaust.
Your psu fan is ramping up because of your internal case temperature.
I'll also assume you have a post 2009 5770 that exhausts heat into the case.
Add two more 120mm exhaust fans and put your psu fan down so it sucks in cool air from outside(the bottom of your case where it has a filtered cut-out)
Hopefully you don't have your case on the carpeted floor.
Download some temp apps like CoreTemp, HWMonitor, and GPU-Z.
They're free and easy to use.

If you are willing to shell out the cash Seasonic makes excellent quality silent power supplies -- I have the Seasonic 650X GOLD and the fan almost never turns on -- and even then its very quiet. They have a 550w vers that would be good for your build.

As for the GPU -- finding a quiet one is hard. They have fans that make noise... Hopefully the case improvement advice supplied above will help with that.

If not Antec makes some very well ventilated cases with multiple variable-speed fans that you can run on low/silent like the 300 illusion that I have.
