Desktop computer power supply

Hello, I have what I believe to be a low voltage/line power (relay?) issue. I removed the switch connector to the main board, and checked the momentary power switch with my multimeter. Pressing the switch completes the circuit; releasing opens it. I have 110 on the incoming power cord. The P/S green light is blinking. Although I didn't witness this - my wife said that when she tried to start it in the mornings - once or twice a week, it would start up and run less than a minute. She said that she had to restart it as many as 5 times before it stayed on (latched?). Is it a relay in the power supply, or, is it on the main board? Thanks for your help - Bob

Addition: I shorted the male pins on the main circuit board power switch connector, with a slotted (flat) screwdriver, and nothing happens (showing that the power switch is indeed working, as my test above indicated).

Computer is an HP Pavilion a1644x; P/S is a Bestec Model ATX-300-12Z REV: DDR

Thank You, Davcon - GREAT HELP! It is the Mother Board, not acknowledging the signal out from the power supply to the M/B.
