Installed new ram and will not boot

Hello i have an
Msi 790FX-GD70 MB

radeon hd 6790 video card

windows 7 64 bit

AMD Phenom II x4 965 processor 3.40 GHz

and trying to install 16g total of corsair ram

it boots fine with only one stick in but when i try with 4x4g it will not boot
please help

Update: i can get it to run with 8g total 4in slot 1 and 4 in slot 3 but no more than that
