I have a Inspiron 8000 laptop. I have been doing some work to it of
late and all of a sudden it won't power on. I figured "hey the
battery's" so I swapped out and still same thing. Not even when it is
plugged in will it work. Any suggestions.

Well, now..."work on it"..."won't power on"... This is indicative of
working on it with the battery installed? You might have shorted the
main fuse if there was either the battery or AC adapter plugged in. One
of those little screws gets loose and creates havoc.
