Comp not recognizing monitor

Hello, just replaced a power source that had blown due to power surge. the cpu is not coming on, but is not recognizing the monitor. Am I in need of a video card replacement, and what type? Do not intend to do too much gaming on here, and it is an older emachine model T2482, with 256 mb ddr, 80 gb hard drive.

No CPU, No POST, your computer won't even try to send info to monitor.
Get the CPU and post going.
