Allowing domain users to start and stop services (like apache, mysql)

I would like to grant access in the windows 2003 server to allow domain users to start and stop services, like, apache, mysql etc..

Give them Power User rights to make it easy. They'll be able to do anything except mod the OS though.

Or you could grant them access to the services via GPO or ADSI script.

Thanks for the reply. But in windows 2003 server there is no power user group like windows 2000 server. How could i create power user group? And via GPO how to give them access for services. Thanks for you help in advance.
