Interrupts cpu usage always 15-20% usage

I just assembled a PC with ASUS P7P55D-E, i5-750, ASUS EAH5750 FORMULA and raid 0 disks. When I installed a fresh operating system xp, the Process Explorer always showed that the cpu usage of the interrupts 15-20%, it was always the core 3 in use about 60-75%. I have updated the BIOS to the up-to-date, restore the default setting of the BIOS and only set the raid in the BIOS. I only installed essential driver such as INTEL RAID, Realtek and ATI Display Driver. No overclocking and other applications running. Everytime I started the os, CPU was 15-20% usage already and core 3 was the only high core.

Is it the problem of the CPU itself? Any idea will be appreciated.

I didn't see there is an option to lock the certain core for the primary cpu core, and I have restored the default setting in BIOS already, the Interrupts CPU usage is the same as before, always 15-20% in any situation(high CPU usage or low CPU usage) all the time(from start the os to shutdown the pc). Thanks for your replies.
