Generic linux server build

I'm building a linux server, running software raid 1 and perhaps encryption.

I have the other parts, but still need mobo, cpu and memory. I want at least 4 GB ram.

I will be using it on generic server tasks, maybe running tomcat etc.. Also I need to be able to stream HD video and want as fast file i/o performance as possible. Low power consumption would be nice as the server will be on 24/7.

What would you recommend for this kind of setup?
