I don't know if this is a specific laptop problem, but here goes!
I bought an Acer 2203 notebook for my neice at Christmas. Everything
had been working perfectly until this week. All of a sudden, the
notebook now fails to start up properly. It boots up, the Windows XP
loading window comes and goes, then the Acer background screen appears,
but no other icons now appear on the screen and no buttons work,
although the pointer responds to the mouse.
I can't work out how to get around this. Does this sound serious?

If the computer has been online, and you do not have any sort of virus
protection, it may be serious.
It's still pretty new. Have you contacted customer support where you bought
it?
If you don't have anything precious on it, you might consider a system
restore from the disks. A little more time consuming, but probably less
headache and more satisfying than customer support -- unless you speak
panjabi.

Boot into Safe Mode, tap F8 repeatedly after power up. If this works,
do a complete virus scan and adware scan. When these come up clean,
open a Command Prompt and type in chkdsk /f. Checkdisk will review all
disk properties and fix what it finds in error (you will have to type
"y" and reboot to perform the check). Following this, run from a
Command Prompt sfc /scannow. System File Checker will replace any
missing or currupted system files. Have the XP install CD handy if
needed. You won't need it if the folder /i386/ is present in the
Windows directory. Run Disk Cleanup. Then reboot and see if you get a
normal startup.

1)Find antyvirus that boot up from CD. Check the system.
2)Try to puch F8 when Windows starts ... it's Fail-Safe mode .... most of
system services aren't loaded then virus "connected" to that kind service
won't interfere ... this is the moment to backup your data before
reinstallation.
3) Format all partitions (I has one of virus that cannot be removed full'y ,
because it was building a self copy from RAM when you turned off system ,
and second copy he has in DLL's libraries whitch he was creating
dynamically) . Then start installation (non connected computer to net) ,
after instal turn on firewall , install SP1 ( it's required for some new
patches like LSASS fault) .. then install SP2.
4) Turn off "restoring system" in XP.
