ADDITIONAL COMMENTS:
Asking this for my friend. My friend foolishly purchased a GTS 250 on impulse for his old compaq computer to play SC2. When I went to help him install the card, I saw that the Power Supply read 240W, and the card was requiring a 450W minimum. He was sad. Anyway, we are trying to figure out if it would be more worth it to buy a higher wattage power supply and then a budget card (maybe a Radeon 4670, or 5670) or, buy a card that would work with his current crummy 240W power supply. Any suggestions?

Thanks.

For 240W PSU, I wouldn't run any card higher than HD5570.
HD5570 is an extremely efficient card, so if you want stay with 240W PSu then go for that card.

For your friend, well, he already bought the card (GTS250), so he'll better save some money and get higher PSU (500W minimum) for just about $50-$60. And don't cheap out on PSu, it's the most important thing inside your case...
