ASROCK 870 Extreme3 R2 0 problems

Hello i have build up a new PC for my son but i have a problem with it. Every time we want to shut down, it starts up again.
No change if we press the power button or we click in win 7 the shutdown.

my Hardware:

Try disactivating ASRock istant boot if enabled
