New CPU but not sure if its DOA

I recently just bought a new CPU for my computer. When i installed the new CPU the computer seem to not fully turn on but all the fans are working in the computer. I read reviews that the processor was used on the same computer that I have and it worked. Any help??

Specs:
Emachine t5062
Nvidia Geforce 8600gt
Kingston 1 gb ram
amd athlon 3800+ single core
Trying to install amd athlon 5200 brisbane dual core
