Is my memory running at 1600mhz?

i have the 8gb corsair vengeance supposed to run at 1600mhz but on cpu-z it looks like its running at 800mhz. when i first set the pc up, i set it to 1600 in the bio. is something wrong? could this be why my screen takes a minute for all my icons to show up when i get to the desktop?

Asrock extreme 3 gen 3
gigabyte 6870
500gb 7200rpm

Yes is ok. Because is working in dual channel mode apear 800Mhz. You have two sticks that is 800 x 2 = 1600.
