CPU Fan Runs at 100% NEED HELP!!!

My CPU fan is running near 100% all the time but stays at about 45 degrees Celcius. My house temp is set to 26 Celcius. I have the stock AMD 955 II X4 cooler. Trying to get my fan quieter but when I change my settings in mobo to performance and disable the AMD Cool N Quiet, I reduce noise, but increase my CPU temp to 47 Celcius. Is this ok? My only options in MOBO Setup is Silent, Optimal, and Performance and the 47 Celcius is at Performance. Do I just need an aftermarket cooler? If so recommend some around $25

Antec 600 Case (3 Fans), AMD Phenom II X4 3.2GHz, 4GB Corsair, Asus Mobo M4A79XTD EVO, 1TB Seagate, Asus 6850 Direct CU.

Note, yes my CPU fan is actually plugged into the CPU fan slot.

Nothing wrong with 47C on a stock cooler if ambient room temp is 26C.
A CM 212+ is your best option for around $30.
Temps will drop no doubt.

Where is the 3rd fan located on the case?
If it's on the side remove it and relocate it as a front intake.

I have the Front Fan, Rear Fan, and the 250mm Top Fan. Also forgot to say I have a add on fan I have on my RAM. I have checked that it isn't interfering with the CPU fan cooling. The CPU jumps to around 53 Celsius when I browsing web. Haven't checked gaming since switching fans to performance and disabling AMD C & Q. What would you expect as a max temp on CPU during intense gaming AKA Crysis on MAX. What temp should I start to worry about damage?

First off make sure your stock fan is properly secured.
You'd be surprised how many aren't on this forum relating to the same question.
If it moves at all it's not secured.
Honestly i've never run an AMD.
Someone will eventually respond to this post and give you excellent advice.

Most AMD chips will start to falter at 76C. My Computer is a x3 720 overclocked with c&q off and a zalman fan so noise is not a problem. 45-60 is not too bad for a stock cooler during normal usage, web browsing, watching videos, photo-shopping. there is also hwinfo32 that a lot of people use at http://www.hwinfo.com/download32.html

either of those is a good download to use to monitor your system. Sandra Sisoft lite is also a good one to look at your whole system.

a new fan would help anyways i love zalman for quiet be sure to pick up some artic silver thermal paste and use a small amount very very thin i have an old credit card i use to spread it on the cpu. it is usually 8 dollars for the paste but has enough to put it on well i have build 10 computers with one tube and there is still some left. second Zalman's CNPS7000C-AlCu 2 Ball CPU Cooler can be found for 26 dollars on newegg.com My favorite place to shop since 2000 when i got redirected there from eggheadsoftware.com it is quiet as a mouse at 100% and lights up.

Thanks, great answer. I hit 59 Celsius during Crysis 2 Max Settings so that's pretty good as I see looking around. I will use that program though, been looking for something like that.

there is an option in bios called cool and quiet. it compliments the performance settings in windows. make sure both are turned on . also get better case fans 47 is high for that cpu even on a stock cooler. it should be around 35 at idle even in a warm 19'c room. the 955 is a reasonably efficient cpu heat wise even for an amd quad. its max temp is 62'c and it will throttle.

I've just applied new Arctic 5 thermal paste and still my idle temps are 47 Celsius, I'm so confused. My rooms temp is 26 Celsius, I might just have to go buy a nice CPU cooler. :)

I FOUND THE SOLUTION!!!! I had installed the new driver for my 6850 that I just put in. The driver made it so my performance setting didn't allow my CPU to underclock itself. This setting is found in your CCC under Performance > CPU Power. Simply adjust this down to 800 MHz, I also switched back to Cool & Quiet in my Mobo and it's now quiet.

TEMPS ARE NOW:
Idle: 36 Celsius
Browsing Web and music: 47 Celsius
Crysis 2 Max'd: 57-59 Celsius
