Most AMD chips will start to falter at 76C. My Computer is a x3 720 overclocked with c&q off and a zalman fan so noise is not a problem. 45-60 is not too bad for a stock cooler during normal usage, web browsing, watching videos, photo-shopping. I would expect you are hitting 65C or around there. I use speedfan can download here

either of those is a good download to use to monitor your system. Sandra Sisoft lite is also a good one to look at your whole system.
a new fan would help anyways i love zalman for quiet be sure to pick up some artic silver thermal paste and use a small amount very very thin i have an old credit card i use to spread it on the cpu. it is usually 8 dollars for the paste but has enough to put it on well i have build 10 computers with one tube and there is still some left. second Zalman's CNPS7000C-AlCu 2 Ball CPU Cooler can be found for 26 dollars on newegg.com My favorite place to shop since 2000 when i got redirected there from eggheadsoftware.com it is quiet as a mouse at 100% and lights up.
