I am looking to spend about $600. I might parts some of it out also if it is worth it. So i might be able to spend more.

I also have cpu cooler hyper 212 plus that i would like to use if you think i should get a better cpu. thanks
 
What is underperforming? Your video cards may be older, but still quite strong. A pair of HD6870s don't seem to me like they'd be worth the money. A single HD6970 ($360-$380) might be worthwhile; probably a little stronger than what you have (check benchmarks!) but definitely quieter and needing a lot less power.
Put that Hyper 212+ on your current CPU. It is a very quiet cooler.
