Looking to upgrade this

I am looking to spend about $600. I might parts some of it out also if it is worth it. So i might be able to spend more.

What resolution do you game at?
Should be just the video cards might need upgrading to keep the system up to speed for current and future games.

Yea it is under preforming a little. Also if anything looks like it could be upgraded i am will to take a look into it.

What is underperforming? Your video cards may be older, but still quite strong. A pair of HD6870s don't seem to me like they'd be worth the money. A single HD6970 ($360-$380) might be worthwhile; probably a little stronger than what you have (check benchmarks!) but definitely quieter and needing a lot less power.
Put that Hyper 212+ on your current CPU. It is a very quiet cooler.

How cheap?
You don't want to buy something that won't perform quite a bit better than the 2x 5830 CFX.
