Should TDP be considered in deciding on graphics cards?

I am aware of the meaning of TDP but how much of a say should it have in deciding on graphics card if your PSU meets min requiremens re watts and 12v rail amp on side of box?
I ask this because another forum used TDP to justify purchase of a new PSU along with new card decision
