Is an Intel DDR3 Dual Core Motherboard compatible with a DDR2 ROM?

No. The ram slots are notched differently, and the voltage is different. You'll damage the board trying to install the wrong ram type.

Its DDR Ram, not Rom and no they do are not compatible.

DDR3 ram is much Cheaper than DDR2 ram so you wouldn't want to use DDR2 anyways.
