ASRock 970 EXTREME4 nothing happens.

I had an MSI motherboard that died on me and although I got a replacement I had a relative that got me a new one(in the title).
I've been using the MSI board replacement as my asrock went to a relatives house for some time and its working. Finally picked up the asrock this weekend and after being lazy tried to bench test it and it doesn't even cut on.
No glows, signs of life anything(no fans even turning)
Know its not my parts as I had to rehook up the msi board for work and all my parts work fine.
I made sure everything was connected and this isn't my first time hooking up a mother board.
Just making sure from experts that this motherboard is DOA before I send it in.

So, PSU is ON and mobo is connected with 24 pin and 4/8pin as well, right?

Does the PSU go ON?

Any light is on?

Nope no lights.. Nothing happens.
And I'm sure the mobo works because the MSI mobo I used before it works fine with all my parts hooked up(had to hook it back up because the other asrock board didn't work).
All my parts are working fine and I tested the power supply on my grandmas compaq presario as well and it works with it.
Power supplys a corsair.
