Hey everyone. I've wanted a system that ran Oblivion extremely well since the game came out. Recently I thought I finally had that system:
Motherboard: GIGABYTE GA-MA74GM-S2
Processor: Athlon II X4 640 Propus 3.0GHz
Memory: Patriot Extreme Performance Gaming Series 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800
Graphics: XFX HD-489X-ZSFC Radeon HD 4890 (stock)
When I play Oblivion maxed out at 1440x900 res. I get 70 fps on average, which dips to 50 if I zoom out on my character. I get mid 30's in the city with a city guard present on the screen and in the 20s if I zoom out.
The kicker is: If I scale res down to rock bottom: 640x800, I get the same FPS results. This leads me to believe I am CPU bound. How could this be? Please help. Thank you.
I have very similar issues since upgrading to the 4890 1gb from my ailing 8800gt.
Maxed out, the FPS drops wildly when I enter caves or go inside any buildings also when there are 3+ characters other than me on the screen at once. Pretty weird.
I've patched it to the latest version, updated my drivers (ended up having to role back as it made my system pretty unstable whilst in games) and even spent a while messing with low poly mods for detail meshes such as grass and trees.
The only way of keeping the FPS stable is to drop the AA and HDR completely and turn the LOD/view distance down to virtually nothing.

I dunno. Oblivion didn't play as well as I'd hoped on my 5850 Radeon either (although it was very playable with a lot of things maxed, except grass) I think it might favor Nvidia cards.
I'm playing it a bit now on my newer Nvidia 570 GTX @ 1920 x 1080 resolution, 32AA 16 AF, everything maxed except grass, VSync on, and it's on 60 fps most of the time, sometimes it will drop to the low 50s
