I5-2500k stuck at 3.7ghz turbo frequency

Problem: My i5-2500k cpu (asus p8p67 pro mobo) is stuck at its 3.7ghz turbo frequency.

No programs are running in the background, Ive tried ending every process in my taskbar, and it is still stuck at 3.7ghz,

The bios is at default except for changing the ram to 1600mhz.

Only thing I have done to my computer is connect a USB 3 external drive, and have recently replaced a defective graphic card I had, asus 6850, with an old gt 220, and then put in the new replacement 6850 today. It has never had this problem before.

When I changed the settings for RAM on my p8p67 pro I had the same issue with it saying at 3.7

I had to go into the bios and change C1E from Auto to Enabled and then it would down clock it when idle. I'm not sure if that's what you are asking.

I am not talking about OC the turbo, I mean the CPU is always STUCK at the turbo frquency without powering down at idle...,

also check power management in windows. make sure the processor idle isnt set at 100%

Thanks Rozbwen, your suggestion worked.. it's weird though, I always had the C1E thing on auto before and it was fine powering down to 1.6ghz, but anyways thanks again,
